This study examines possibility of introducing Mydata services in the social security sector and reviews a plan to introduce Mydata services for application of the social welfare services.
The methods and results of this study are as follows:
First, concepts and recent research trends of Mydata were reviewed by examining major foreign cases and domestic precedent researches. Mydata researches in Korea initially focused on the concepts and the legal systems, while there have been continuous developments in recent researches and technologies thereon.
Second, this study reviews the trends of domestic and foreign Mydata policy implementation. Introduction of the Korean Mydata policy was somewhat delayed compared to major foreign countries, but the range of Mydata has been expanding through systematic and rapid policy promotion.
Third, reviews were carried out on domestic and foreign Mydata services including legal, and technology trends. Mydata-related services and technologies have been rapidly developed by establishing the legal systems for each sector of the Mydata policy.
Fourth, in order to investigate the status of required data for welfare service applications, we explored the two representative welfare service application sites of 'minwon24(www.gov.kr)' and 'bokjiro(bokjiro.go.kr)' which have 289 welfare service application forms. And some issues have been derived out of them.
Fifth, based on the precedent researches and expert advices, four reference models were presented for reviewing their strengths and weaknesses. As a Mydata platform model in the social security sector, we have proposed the 'public-private integrated Mydata platform' model, which is mixed of the strengths of each model.
Sixth, based on domestic and foreign Mydata policy trends, Mydata services, legal, and technology-related issues, we have suggested a plan to introduce the Mydata services in the social security sector from four perspectives: service, legal system, technology, and society.
Seventh, based on precedent researches and domestic and foreign case studies, we have provided a three-step promotion strategy, including foundation, growth and revitalization, and stabilization for introducing the Mydata services in the social security sector.
Eighth, we have proposed detailed tasks from the four perspectives such as service, legal system, technology, and society, to introduce the Mydata services in the social security sector.
This study has proposed a plan to introduce the Mydata services in the social security sector through reviewing precedent researches, domestic and foreign policy trends and services, and current laws and technologies. Moreover, to propose the plan, we have also checked and analyzed the issues of the status of required data for welfare services by the central government..
This study examines the possibility of introducing Mydata in the social security sector. It can contribute to the government's Mydata activation policy. The government is driving this policy as part of the safe use of personal information and guaranteeing the right to self-determination thereof. We can also expect that this study could contribute to the social security policies for improvement of the national using environment of the welfare services.
