The Moon Jae-in administration emphasized building public infrastructure for social services and expanding related jobs as its 17th policy agenda. The Yoon Suk-yeol administration, on the other hand, focuses on enhancing welfare and care services through social service innovation as its 44th policy agenda. Everyone probably agrees that improving the quality of (welfare and care) work is essential to improving the quality of social services.

However, the key difference lies in who these services are targeted at. Under the Moon Jae-in administration, the goal was to expand social services for children, the elderly, and people with disabilities across the life cycle. In contrast, the Yoon Suk-yeol administration aims to make these services available to the entire population, including the middle class and above, so that everyone can benefit. This shift comes as social services have traditionally focused on vulnerable groups like children, the elderly, and people with disabilities, leaving many citizens underserved.

So, when asked who should be the target of social services, the Yoon Suk-yeol administration sees it as the entire population, and I would also say that the target should be "the entire nation and the community."
